On the PNU Controversy July 26, 2006

Mr. Speaker, colleagues, mga kababayan, magandang hapon sa inyong lahat.

I rise today on the matter concerning the controversy hounding the Philippine Normal University. On June 24, the Board of Regents of PNU selected Atty. Lutgardo B. Barbo as the new university president. His selection has been hounded by issues concerning the BOR’s alleged utter disregard for its own criteria upon which it was supposed to select the best person to manage our country’s premier teacher training institution, the supplier of the quality teachers our educational system sorely needs.

Being a former teacher myself, this is a concern very close to my heart. I am sure there are those of us here whose mothers, fathers, grandparents were graduates of this University, the country’s center of excellence in teacher education. In fact, when we founded the Alliance of Concerned Teachers (ACT), I was the first chairperson and we had
Faculty members of the PNU (then PNC) as founding members of ACT.

The reported bribery of bishops, followed by a dinner reward by MalacaƱang that took place before, during and after the two-day conference of the bishops is not only an embarassment to ourselves as a people but equally so to the international community.


On the CBCP statement regarding the impeachment complaint July 12, 2006

On 28 June, Bishop Deogracias Yniguez filed an impeachment complaint against President Gloria Macapagal-Arroyo. In behalf of Akbayan, my party, I endorsed the same.

As a citizen, the Bishop wanted to walk the way of impeachment, being the Constitutional instrument provided to determine whether or not there is probable cause to impeach the President.

When the CBCP said that Bishop Yniguez had all the right to take initiative in his search for the truth, the bishops were underscoring the right of the bishop as a Filipino citizen to seek the truth in much the same way the Bishop had explained his position.

AKBAYAN Rep. Etta Rosales today called for an investigation into discriminatory practices against gays and lesbians in establishments after a bar in Metrowalk allegedly discriminated against a gay impersonator last week.


On PCGG obstruction of compensation for Marcos victims July 1, 2006

It is the height of political irony that an executive agency like the PCGG should now stand in the way of the government’s commitment to help give compensation to victims of human rights violations. The Marcos compensation bill — BH3315 was passed on third and final reading in compliance with this mandate and commitment. The House bill awaits the Senate’s passage of its own version before the bill is made into law.
